Wireless Telecom Inventory: 5 Steps to Finding What You Have
One of the biggest challenges to managing your wireless telecom costs is establishing, then managing an inventory of all your cell phones and wireless cards. Even if you have as few as 100 wireless phones, establishing the inventory can be a challenge. Let run through the basics:
1) If you do not have on-line access to your wireless telecom service provider, get on-line now. AT&T Wireless, Verizon Wireless, Sprint and TMobile have different levels of information available, with AT&T offering the most and TMobile and Sprint offering the least, but any electronic data will be beneficial. Download the wireless inventory information from the web site. This can be hard to find, but it is generally available. At a minimum, you want a list of active cell phone and wireless card numbers. You need to know which number have voice service and which is only data.
2) Frequently, the wireless telecom carrier will have some identifying information in the inventory, such as: wireless user name, a department name, or cost center. This information is typically collected at the time the wireless devices is issued, but depending upon the controls in place and how long ago the information was provided, it will probably need to be verified. To verify your wireless telecom information, first compare the individuals listed by the carrier an independent source, such as an employee list from human resources. For the matches, update your wireless telecom inventory information with other information provided from the independent source. You may be able to update department codes, land line phone number, title, email, etc.
3) If you are like most companies, what is left is a list of unknown users. The only option here is to call each user (just the voice services, not the data services) and determine who is using the phone. Keep track of the voice mails you leave requesting a call back. After two calls without a return call, consider the device suspect. For wireless data cards, there is no way of voice verifying the owner, so all unidentified wireless data cards should considered suspect.
4) For suspect wireless telecom inventory, look at the usage patters – again using wireless carrier’s on-line portal. If the device does not have heavy usage, consider suspending it (not canceling!) and see if anyone calls to find out what happened to their service. If no one inquires about the lost service for 2 months, that wireless device can be considered for deactivation.
5) To maintain your wireless inventory, consider using a free telecom expense management (TEM) solution available on the internet. The TEM application will help you maintain the inventory you just completed and provide a platform for standardization across wireless carriers.
Establishing a wireless telecom inventory is a somewhat manual process, but the results could yield significant savings. When completed, use a TEM solution to keep your inventory up to date and enjoy the reduced wireless telecom costs into the future.

The purpose of a managed services provider is to let its customers focus on growing their business, instead of focusing on the day-to-day operations of their IT infrastructure. A managed service provider can also take responsibility to fulfill many of the security concerns a company may face with regards to corporate governance, privacy regulations, and audit requirements.
Macquarie Hosting managed services are delivered through its managed hosting and security facility, the “Intellicentre”, which is certified to very high security and resiliency standards. Infrastructure
To provide hosting services for mission critical applications, the hosting provider must use an architecture that is both redundant and has diverse Internet connectivity. In this way, the services provided are protected from occurrences such as fibre cuts and router outages.
The Macquarie Telecom Hosting facility uses the Macquarie Telecom network, AAPT, Telstra and PowerTel for Internet routing, and has over seven telecommunications providers that provide connectivity to the data centre.
Data Centre
There are several physical security requirements that must be met if a data centre is to provide high security and availability to its users. The Intellicentre illustrates how many of these requirements can be met.
Air conditioning – the Intellicentre has 25 Liebert Precision Cooling units, each with 75kw heat rejection. There is N + 1 redundancy, with units able to handle 100% of capacity with one or more spare in case of failure. Furthermore the facility has dual redundant cooling pumps, cooling towers and heat exchangers.
Fire protection – the data centre has multi-point aspirated Cerebrus smoke detection with VESDA. In the event of fire, there is a FM 200 (main fire suppression), portable fire extinguishers and dry pipe pre-action sprinklers (as last resort).
Intrusion Prevention and Detection – the Intellicentre is protected by mantraps with hand-scanners to the main Data Centre. There are code and proximity cards to restrict access to entry doors, and video monitoring of all doors, riser cupboards and plant rooms. The CCTV is equipped with motion detection and there are fixed cameras with digital recording capability and HDD archive.
Electricity supply – the Intellicentre is served by 3 separate power grid transformers. One is connected permanently and the others are available on demand. As such, the facility can continue full operations in the event of an interruption to all external electrical supplies.
Uninterruptible power supply – Macquarie Telecom operates 3 x 500 kva UPSs that have the capability of 15 minutes of full autonomy on batteries. Both primary UPSs are continuously online and all power to the data facility is fed through them. The batteries (500, with five separate strings) are on a battery monitoring system. The fail-over arrangements for electrical supply operate automatically in the event of total or partial interruption to external supplies as online UPS technology is used. All power services within the Intellicentre can ultimately be supplied by the backup generators within three minutes of the mains power supply outage.
Diesel generators – Macquarie Telecom has 2 x 1675 kva Cummins diesel generators for the Intellicentre computer rooms. They are operated at 50% capacity and are run up regularly to cycle fuel and increase life expectancy. To constantly keep the generators in a state of readiness, there are oil pre-heaters in each generator sump.
Test Procedures – a very important part of any high availability environment is to test that all the disaster recovery equipment is working and that the procedures and training is in place for these processes to run smoothly, in the event that they be needed. To meet this criterion, the whole of the Intellicentre is tested on a monthly basis.
In the event of a disaster, the Intellicentre is protected via a virtualised redundant site in Melbourne.

Large corporations aren’t the only ones who need to be watchful of telephone and telecom invoices. Many bills are showing timelines on them. These are found on your telephone or telecom bills and they have a term in which you can request any refunds or credits be applied for these accounts. Most experienced auditors have to dig through the bills to find this timeline, but they are appearing on more and more bills.
What does the timeline mean to you as a customer? If you are like most people, you think that if you find a billing error or mistake at any point in the future that the phone companies and telecom providers should make it right. You probably think that any of these billing mistakes would qualify for a refund. Unfortunately, this just isn’t true. The Phone Company Representative will be happy to correct the billing mistake but won’t mention a refund to you, and if you do mention a refund don’t be surprised if you are told that its your responsibility to review your bills and that there is a time limit (or term) on the errors you may find within your bills. Why should your company fall prey to these billing errors when there is a solution? Don’t forfeit this money.
Errors are found in upwards of 90% of telephone and telecom bills. You are sure to have billing errors and mistakes. Have a telecom audit performed. Many companies produce them on contingency basis and then you split the savings and refunds. If you wait until these bills are past the term, then you will have paid for mistakes that can be corrected but you will not receive the credits and refunds that you or your company is due. Another way your company will forfeit this money is when you change carriers. It is imperative to correct telecom and telephone billing mistakes before changes are made, not after.
As many companies tighten their corporate belts they look toward outsourcing job functions to reduce expenses. The loss of Telecom Managers and staff increases the chance for errors going unnoticed.
The Corporate World is either unaware of telecom and telephone billing errors, or they feel the time spent on bill correction, or clean up won’t substantiate the costs. This is a very expensive assumption to make. They couldn’t be more wrong. If CEOs, CFOs, Controllers, CIOs and Purchasing Managers were educated in telecom billing analysis and contracts, they would have a change of heart. They find it hard to believe that an audit can make a big difference in their telecom budget. But chances are they haven’t given a telecom auditor the opportunity to review their bills (not a sales person whose primary concern is to sell services).

Creating a Telecom Inventory ? Why a Tone and Test Inventory May Not Be Worth It
Establishing a telecom inventory has always been difficult. In the past, a wiring technician would be engaged, sent to each location and test then inventory each business line or T-1. The telecom technician method is not only expensive, but with the advent of telecommunications competition, the amount of confusion in the wiring closet has increased. Telecom technicians now spend much more time trying to sort through mis-tagged or no-tag circuits. So, rather than getting an accurate inventory of services, the telecom or IT department frequently receives a “fairly” correct inventory.
Well, a relatively accurate inventory is better than nothing. However, you just spent a lot of money (much more than in the past) to have a technician visit a site. You have also taken service down from your users at the site for testing. Third, you have spent valuable time yourself to coordinate the activities, as well as site personnel to provide a local contact. All for what – a partially accurate telecom circuit inventory?
I’d like to suggest a better way. Today, the physical telecommunications inventory of a particular site is not as critical as it has been in the past. First, telecommunications service providers have become much more accurate in their billing – gone are the days when it was anyone’s guess if the telecom bill was correct. Second, with the advent of affordable PRI and T-1 service, most locations to not have the 10s or 100s of lines that they had in the past. The inventory for an internet T-1, PRI and a dozen analog lines and trunks is much more manageable.
To establish a baseline telecommunications inventory, a better use of energy is to conduct a telecommunications billing inventory. A telecommunications billing inventory will reveal what the location is actually paying for – not what they are supposedly using. With a telecom bill inventory, you can determine whether the expenses are appropriate for the location. By conducting the billing inventory first, you can compare similar sites and narrow down the locations that appear to have sharply different service configurations than their peers.
Further, a physical audit will not show telecommunications services that were disconnected but are still appearing on the bill. It is not unusual for sites to have moved to a different service provider or upgraded from lines or trunks to a PRI and have the older services still billing.
A telecom invoice inventory is the quickest and easiest way to identify where to reduce costs. Once the telecommunications inventory is finished, inexpensive or free telecom expense management (TEM) solutions can be used to keep the inventory current.

10 Ways to Immediately Cut Corporate Telecom Costs
There is no doubt that a thorough and comprehensive telecom audit of corporate telecommunications services can uncover significant savings opportunities.
The trick to finding telecom savings is to sift through and interpret information extracted from three prime sources: 1) Customer Service Records, 2) user phone bills, and 3) the traffic patterns of the end users (i.e. the information that results from conducting personal surveys of employees who are using telecom services on a daily basis).
Over-provisioning
Let’s examine just one of the seven areas that is ripe for telecom savings – over-provisioning. Over-provisioning means there are more telecommunications services being paid for than are absolutely necessary in order for business operations to run smoothly.
How does over-provisioning happen in the first place? There are many reasons, but some of the main causes are related to Grade of Service or GoS.
Grade of Service (GoS)
Telecommunications services are the lifeblood of any business. Incoming calls and sales inquiries must not be met with a busy signal, or the result could be the loss of a customer.
Historically, telephone companies have recommended and provided quantities of access lines sufficient to provide a P.01 grade of service. This means that no more than 1% of all callers will receive a busy signal, even during the busiest hour of the day. (A P.05 grade of service would mean that no more than 5% of callers will receive a busy signal during the busiest hour.)
P.01 is appropriate for some situations, but it can mean that many corporations are inadvertently paying for more phone lines than are necessary.
Service Features and Enhancements
Not only does strict adherence to P.01 grade of service cause inefficiencies, but so can the proliferation of service enhancements offered by today’s telecom carriers.
The commercial thrust of enhanced services, such as voice mail, caller ID, call waiting, call transfer, 3-way calling, call forwarding, etc. is obvious: to increase the amount of revenue per customer and to enhance the carrier’s profits. The problem is that many of these feature enhancements are either not cost effective or, the features are never utilized.
Finally, users often neglect to remove services – lines, trunks, features, listings, etc. – when the need for them disappears.
The following are 10 specific areas of over-provisioning where telecom savings are often uncovered. Every audit should include an effort to examine these areas thoroughly.
1. Measured or message rate lines that show no usage.
Lines with no usage should be eliminated. The motto here should be “use or or lose it!”
2. Unrecognized service address for an account or off-premises circuit.
If an address is unrecognizeable by employees and staff, chances are none of the lines located at the address are needed. Eliminate them immediately.
3. Lines that ring with no answer.
Lines that ring with no answer could be old lines that were never removed, or they are lines that should have either call forward or voice mail attached. A line that never answers is just as annoying for a customer as a busy signal. Identify lines that should include call forwarding or voice mail, and eliminate the others.
4. More lines than staff at a location and/or more lines than buttons available on the phone.
Six lines in use with just one employee? Unless the employee is super human and can juggle six conversations at once, cancel at least 2-3 lines, or forward calls to other locations that can sufficiently handle the traffic. More lines than buttons on the phone system is a definite indicator either that lines need to be removed, or a new phone system is needed.
5. Phone numbers that cannot be identified.
A true no brainer. If no one can recognize the phone number in question, get rid of it. The phone company will never tell you to cancel, so be proactive and eliminate this waste immediately.
6. Features or voice mail on lines that aren’t being used.
This is where personal surveys of users comes in handy. Find out exactly what features the end users need and use on a regular basis, then cancel features that are unnecessary, or are not being used.
7. Wire-maintenance packages on lines.
Wire maintenance is a default charge that will appear on every phone line unless you have it removed. The cost-savings for eliminating this charge far outweighs the risk of having to call a technician to fix a line. The charge will generally only cover repairs beyond the jack, so any repairs will be your responsibility.
8. LEC calling plans that were once needed still on billing records.
CSRs will reveal calling plans that may have been in use in the past, but are no longer being used. Compare your current needs with what you are being billed for and adjust accordingly.
9. Touchtone capability on inbound only lines.
For incoming lines only, eliminate features that are associated with outgoing calling.
10. Features provided by the LEC for a fee when the feature is available on the phone system.
Many phones systems are sophisticated and have built-in features that are quite useful. Examples are speed dialing and conferencing. Be sure that you are not paying the LEC for these features if your phone can handle them on its own.
Over-provisioning is one area that can yield terrific savings results. Although tedious in nature, the efforts spent tracking down the most common areas of overspending will be well worth it. For best results, engage a qualified telecom consultant to help uncover the maximum savings possible.
